Friends of the House Defense Modernization Caucus and SVDG convened for an exclusive evening reception with Representatives Rob Wittman (VA-01) and Pat Ryan (NY-18), co-founders of the House Defense Modernization Caucus, for a candid discussion on how to move defense innovation from promise to practice. The closed-door gathering brought together a highly curated group of industry, investment, and policy leaders focused on overcoming barriers to technology adoption, better aligning private capital with public-sector priorities, and translating legislative intent into deployable capability at speed and at scale.

The conversation built on the Caucus’s recent success advancing multiple provisions in the House Armed Services Committee’s draft FY 2026 National Defense Authorization Act. As the policy focus turns toward the budget and appropriations cycle, participants examined how to sustain reform momentum and ensure that modernization efforts deliver measurable outcomes across the defense ecosystem.
